The Office of the Executive Vice President announced that David Harkins has been appointed interim chief investment officer.

Mr. Harkins joined Penn’s endowment team in September 2006 as managing director of public markets. He is responsible for constructing and implementing strategic investment plans for equities and fixed income, including establishing investment policy, sourcing and investing with external managers and overseeing the performance of the portfolio.

Previously, Mr. Harkins was vice president of equity at the ICMA-RC in Washington, DC, which has over $20 billion in assets and manages the multi-manager Vantagepoint Funds. As head of equities, he had oversight responsibility for the Vantagepoint equity funds and their subadvisers. He was also responsible for the Vantagepoint Index Funds and a series of 14 multi-asset class lifecycle and lifestyle funds. Mr. Harkins worked at ICMA-RC for seven years, from 1999 to 2006.

Prior to joining ICMA-RC, Mr. Harkins worked at Montgomery Asset Management in San Francisco for five years. As a key team member of the Portfolio Research Group, he was involved in all aspects of portfolio manager oversight, attribution analysis, risk analysis and research. 

Mr. Harkins is a CFA Charterholder and holds an MBA from the University of Colorado.

Kristin Gilbertson stepped down after overseeing the University’s endowment since 2004. She will serve as a special adviser through the end of the year while the University searches for a new chief investment officer.
