A number of ISC Networking & Telecommunications rate changes will go into effect beginning July 1, 2009. Most of these changes result from recommendations made by the Network Planning Task Force (NPTF), a cross-campus team made up of technology and business staff as well as leaders from administration that discuss and resolve issues surrounding the planning and funding of PennNet. This year’s Task Force recommendations are summarized in the November 17, 2008 presentation located at:

Highlights of FY 2010 Changes

Funding Model (Central Service Fee)

In FY ’10, 80% of CSF charges will be based on weighted headcount and 20% based on number of IP addresses in accordance with the funding model implemented in FY ’08.

• The NPTF approved a 2.41% increase in the CSF for continued funding of all base services and many security and identity management projects including: PennGroups, Penn WebLogin (Cosign), Shibboleth, Communication Name, a small-scale Central Logging project and Penn’s Shibboleth initiative of joining the InCommon Federation (a federated authentication system allowing Penn users to authenticate securely using their PennNet ID to some services at non-Penn institutes.)

• The monthly IP Address fee decreases from $4.29 to $1.73.

• Senior BAs will receive a letter from ISC in December indicating their CSF charges for the weighted headcount portion of the charge.

Wireless—Maximum 10.5% increase in monthly wireless Access Point fee. Rates will not exceed $38/month per Access Point

Ports—Starting in January 2009, the default port connection will be 100 meg half duplex. 10 Meg and 100 Meg port rates will decrease to $5.25/month in FY ‘10.

• 25% reduction in monthly port fee for 100 Meg

• 13% reduction in monthly port fee for 10 Meg
