Faculty Senate Executive Committee Actions

Chair’s Report.  Faculty Senate Chair Larry Gladney sent regrets from President Amy Gutmann who could not attend the SEC meeting.  Dr. Gladney reported on the Senate committees:  Economic Status of the Faculty will be meeting in late November and is expecting salary data by then, and the Committee on Faculty and the Academic Mission will be working on mandatory self disclosure for faculty as a top priority for the fall.  The new appointment of Stacey Lopez as Assistant Vice President for Institutional Research and Analysis, effective December 3, 2007 was announced.  The November SEC meeting will feature a discussion with Vincent Price, Associate Provost for Faculty Affairs; Andy Binns, Associate Provost for Education; and  Robin Mamlet, a Senior Consultant from Witt/Kieffer working with the Advisory Committee on the search for the Dean of Admissions. Dr. Gladney updated SEC on the Bridge Funding Partnership Program that was presented to the Tri-Chairs by Steve Fluharty, Vice Provost for Research. Dr. Gladney urged SEC members to attend the Celebration on the Green on Saturday, October 20.

Past Chair’s Report.  Faculty Senate Past Chair Neville Strumpf gave an overview to the Executive Committee on the work of the Academic Planning and Budget Committee, Capital Council, and the Trustee Committee on Budget and Finance. 

Senate Nominating Committee.  SEC voted to select the members of the Nominating Committee.

Overview of the University’s budget process.  Bonnie Gibson, Vice President, Office of Budget & Management Analysis, outlined the budget process into four components:  the planning cycle, key parameters, Responsibility Center Management (RCM), and an overview of the FY2008 budget.  Responsibility Center Management was explained in further detail covering:  resource centers at Penn, auxiliary enterprises at Penn (business services), revenue allocations, tuition allocation, grant overhead allocation, the Provost’s Subvention Pool, funding the administrative centers, and allocated costs at Penn.

Updates on the University.  Provost Ron Daniels outlined the roles and responsibilities of his newly restructured office headed by:  Steve Fluharty, Vice Provost for Research, Andy Binns, Associate Provost for Education and Student Life, and Vincent Price, Associate Provost for Faculty Affairs. Provost Ron Daniels reported on his priorities for the faculty including:  diversity initiatives for 2007-2008, recruitment and retention of faculty, and international programs. SEC members had an enthusiastic discussion with the Provost about the Distinguished International Scholars program which provides the opportunity for Penn faculty to host international scholars.
